The sample review may address color, veining, pattern, surface texture, gloss, finish, and acceptable visual variation. Depending on the project, the design team may require a larger representative sample, a finish board, or a mock-up to assess characteristics that a small sample cannot adequately demonstrate.

The approval record should identify the selected product and finish and clarify what the review covers. Where applicable, the approved sample should be traceable to the product designation and finish schedule used in the submittal.

Three distinctions matter.

First, visual acceptance is not the same as technical compliance. A sample that meets the design team's appearance expectations does not establish that the product satisfies the specified performance criteria.

Second, the sample's scope should not be overstated. Approval of a small sample does not necessarily establish the acceptability of every aspect of a larger installation, including panel layout, joints, interfaces, or assembly performance.

Third, the relationship between the approved sample and the supplied material should be clear. If the project depends on visual consistency across multiple panels or procurement batches, the applicable acceptance criteria and identification records should be established rather than relying on an informal expectation of identical appearance.

The objective is to document the visual decision without treating it as approval of matters that were not evaluated.

Reconcile Product Data, Shop Drawings, and Installation Details

A submittal can contain individually plausible documents that describe inconsistent proposals. These inconsistencies may be more consequential than a missing brochure or an incomplete document index.

Compare the relevant product information, shop drawings, installation instructions, and project-specific details to establish whether they describe a coherent proposal.

Depending on the application, the comparison may involve:

  • Product designation, thickness, finish, and applicable dimensions.

  • Panel or component geometry, cutouts, edges, and interfaces.

  • Joint arrangements, support conditions, and fixing locations where relevant.

  • Installation requirements and stated limitations.

  • Consistency of drawing revisions and referenced product information.

Not every submittal requires every item in this list. The specification and intended application determine the appropriate scope.

Consider a drawing that identifies one material thickness while the accompanying product data identifies another. Even if both thicknesses are available from the manufacturer, the discrepancy leaves the proposed selection unclear. It should be reconciled before the documents are relied upon for the relevant decision.

Similarly, a general manufacturer installation manual may provide useful instructions without addressing project-specific geometry or engineering requirements. It should not be treated as a substitute for project-specific information expressly required by the contract.

Shop drawings also have a defined role in construction documentation. Where applicable, FAR 52.236-21 addresses construction specifications and drawings, including shop-drawing coordination. Its requirements apply according to the relevant contract and should not be generalized to every project.

For a related discussion of project-specific coordination, see Before Production: How to Coordinate and Approve a Sintered Stone Wall Panel Package.

The purpose of reconciliation is to ensure that the documents describe the same proposed work—not simply to confirm that every file has been submitted.

Verify the Scope and Relevance of Certificates and Declarations

A certificate, declaration, test report, and warranty may all appear in a technical submittal, but each serves a different purpose. The reviewer should establish what each document demonstrates before relying on it as evidence of compliance.

For each relevant document, check:

  • Who issued it and in what capacity.

  • Which product, configuration, or scope it covers.

  • Which standard, test method, or requirement it references, where applicable.

  • Whether its date, revision, validity, or other status information is relevant to the project.

  • Whether it supports the specific requirement for which it is being submitted.

A laboratory test report records results and conditions within its stated scope. A manufacturer's declaration communicates the manufacturer's stated position regarding specified characteristics or requirements. A third-party certification may provide an independent assessment within a defined certification scope. A warranty addresses the terms and limitations of a separate commitment.

None should automatically be substituted for another.

A document can be authentic and still be insufficient for a particular project requirement. For example, a certificate covering one product range or characteristic does not necessarily demonstrate compliance with an unrelated criterion or a different proposed configuration.

The appropriate response to a gap is to identify the requirement, the evidence currently available, and the additional clarification or documentation needed. If required evidence is unavailable, that limitation should be disclosed rather than obscured by a broad statement that the product is compliant.

Record Deviations, Missing Evidence, and Required Actions

A useful technical review makes unresolved issues visible and actionable.

Where the submitted package does not clearly establish compliance, the review record should identify the requirement, the evidence examined, the nature of the gap, and the decision or clarification needed. Where project procedures define responsibility, the record should also identify the party expected to respond.

Review findingAppropriate treatment

Required evidence is missing

Identify the specific requirement and the missing evidence.

A report's applicability is unclear

Request clarification of the product identity, test scope, or relevance to the requirement.

Documents conflict

Identify the inconsistency and establish which product selection or document revision is intended.

A proposed product departs from the specification

Record the deviation explicitly for the decision required under the contract.

Assembly-level information is incomplete

Identify the unresolved design or coordination requirement and the responsible party.

A proposed alternative should not be treated as compliant merely because it has been included in the package. Likewise, missing evidence should not automatically be described as proof that the product fails the requirement. The finding should accurately reflect what has and has not been established.

Revision control is particularly important when a package is resubmitted. Changes and deviations should be identified clearly so reviewers can determine what has changed and whether previously unresolved issues have been addressed.

For example, the applicable GSA submittal clause addresses written identification of deviations or changes in resubmitted submittals under its stated conditions. The governing contract and project procedures determine the requirements for a particular project.

The goal is a traceable decision record, not paperwork for its own sake.

Resolve Common Submittal Review Problems

Scenario 1: A test report is available, but its applicability is unclear.

A supplier submits a report showing a relevant material property, but the report does not clearly identify whether the tested configuration corresponds to the proposed product.

The next step is to establish the report's scope and the relationship between the tested specimen and the submitted material. The reviewer can then determine whether the evidence satisfies the project requirement or whether additional documentation is needed. The report should not be accepted or rejected solely on the basis of an assumed relationship.

Scenario 2: The material data is satisfactory, but the proposed assembly remains unresolved.

The product information appears to address the specified material properties, but the project requires additional information about the installed system.

The material evidence and assembly requirements should be evaluated separately. The review should identify the missing system-level information and the party responsible for providing it. Satisfactory slab properties alone do not resolve the outstanding assembly question.
